Sudoku is Overflow by IcyFruit, App variant is KILLER

Normal sudoku rules apply. Digits may not repeat within a cage. Cage clues show the sum of the digits in the cage plus the sum of all digits that aren't in any cage. For example, if the digits 1, 2, and 3 are always placed outside of cages, and all other digits appear in a cage at least once, then all cages have 6 (=1+2+3) added to their total. A "Greater Than" sign between two cells points to the smaller digit.
