Normal sudoku rules apply. Digits in a cage must NOT sum to a total that satisfies the inequality in the top left corner of the cage. For example, the cage in box 1 must not sum to a total that is greater than 7. Digits MAY repeat in cages if allowed by other rules. Digits on an arrow must NOT sum to the number in the attached circle.
