Normal sudoku rules apply. Cells connected by a V must sum to either 5 or 15. Cells connected by an X must sum to either 10 or 15. Not all possible Vs and Xs are given. Cages are psycho look-and-say cages. In these cages, the digits in the cage point to boxes in the grid, and provide a referred cell which is in the same position in both boxes. The number in the top left corner should be read as a look-and-say number, which says the number of times a digit appears in the cells referenced by that cage (eg, a '23' clue means there are two 3s in the referenced cells). Digits placed within cages do NOT count towards the look-and-say total unless they are self-referencing, and digits may NOT repeat in cages. For example, if r1c5 were a 4 and r2c5 were a 5, then exactly one of the referenced cells in box 4 or box 5 (r4c2 or r5c5, respectively) would need to contain a 2 to satisfy the look-and-say clue of '12' (ie, one 2 in the referred cells).
