Sudoku is Minimaximum by Thomas Prestopnik, App variant is DOMINO

Normal sudoku rules apply. Exactly one of the nine 3 x 3 boxes is a minimum square (i.e., the digits in its three rows, three columns and two diagonals sum to the smallest number possible). Exactly one of the nine 3 x 3 boxes is a maximum square (i.e., the digits in its three rows, three columns and two diagonals sum to the largest number possible). Digits connected by an X sum to ten. Digits connected by a V sum to five. Not all Xs and Vs are shown. Digits in gray squares are even.
