Normal sudoku rules apply. All arrows act as both modular arrows and entropic arrows. A digit on a modular arrow counts how many cells in the indicated direction have the same remainder mod-3 as itself, including itself. A digit on an entropic arrow counts how many cells in the indicated direction are in the same entropic group (123, 456, 789) as itself, including itself.
